Here is the fastest way to tell whether an agency has actually worked in Malaysia.
Ask to see the keyword research. If the Bahasa Melayu column reads like the English column with different words in the same order, the research was a translation exercise. If the Chinese column exists at all without a preceding conversation about which audience and which script, it was decoration.

That is the dramatic version. The quieter version is more common and more expensive. The Malaysian form and the Indonesian form are simply different words with no overlapping characters, so a spellcheck pass changes nothing and the list stays wrong. Basikal and sepeda. Tuala and handuk. Bas and bis. Kualiti and kualitas. Universiti and universitas. Telefon and telepon. Krismas and Natal.
None of those are errors a proofreader catches, because none of them are errors. They are correct words from the wrong market.
Query hypotheses, not translations
The working method we use treats each language version as a separate hypothesis to be validated against Malaysian search results, rather than a derived form of an English original.
The distinction sounds academic until you look at what it changes operationally. A translation is checked for accuracy. A hypothesis is checked for whether it returns the result page you expected, from the geography you care about, with commercial intent attached. Those are completely different tests, and only the second one tells you whether to build a page.

Two things to notice in that table. First, the audit row: the modifier and the noun swap position between languages, which means any process that assumes a consistent pattern will produce a broken phrase somewhere. Every one of those contains a Malaysian institution or a Malaysian word that carries no equivalent in an Indonesian-derived list. SSM is the company registrar. KWSP is the retirement fund. Kereta is a car, and only in Malaysia. Semakan is the Malaysian verb for checking a record. If your Malay keyword research contains none of this texture, it was built from a dictionary rather than from a market.
A translated term is checked for accuracy. A query hypothesis is checked for whether it earns a page. These are the four checks that decide.
Inspect the Malaysian result page directly rather than trusting a tool's language filter. The filter has a theory about which language a query belongs to. Malaysian searchers do not share that theory.
A price query can be informational, a discovery query can be dominated by third-party listicles, and a nearby query can resolve to a map result. Each of those needs a different asset, or no asset.

For keyword work this has one blunt consequence. The formal Malay rendering of a technical concept and the English term inside a Malay sentence can both be real queries with real volume, and the only way to know which matters is to look. We have seen formal Malay service terminology return almost nothing while the English term embedded in Malay-language pages did the actual work.
Now the language that gets handled worst: Chinese
Chinese-language work in Malaysia is where we see the most confident wrong assumptions, usually made in both directions at once.
Start with the one thing that is settled. Chinese-language search in Malaysia happens on Google, not Baidu. Statcounter's Malaysian ranking for July 2026 puts Google at 92.47 percent, Bing at 4.68 percent and Yahoo at 1.82 percent, and Baidu does not appear in the ranking at all. Baidu serves mainland China and effectively expects China-based hosting and local licensing. So the platform question closes immediately, and any proposal that includes a Baidu workstream for Malaysia is selling you something that does not apply.
What is not settled is everything else. Malaysia standardised on Simplified Chinese, which is a real and useful fact, and it is also not sufficient to plan on. Script preference, commercial terminology, target audience and actual Malaysian search demand all need validating before you decide between Simplified, Traditional, or both. Chinese content built for Taiwan or the mainland does not transfer cleanly, for the same structural reason Indonesian Malay does not transfer to Malaysia: the vocabulary of commerce and the names of places are local.

We looked hard for the study behind numbers like those. There is not one. Both are genuinely unavailable, and all four research passes for this cycle reached that conclusion independently.
So the demographic model, allocating by population share, is built on nothing. Worse, it is built on the wrong variable. Population share tells you who lives in Malaysia. It does not tell you what language they use to evaluate a vendor.
The defensible alternative allocates by workload.

Technical health and authority development serve every language at once. Charging them against one language distorts the whole allocation and makes the cheapest language look artificially expensive.

A multilingual campaign should cost more than an identical single-language campaign, because research, result-page review, copy, quality assurance and analysis all recur per language. What it supports is the shape of the thing. The regional comparison sharpens it further: across Southeast Asia roughly seven in ten prompts arrive in a local language, led by Vietnam at 89 percent, Thailand at 87 percent and Indonesia at 84 percent, with Malaysia sitting at the more English-leaning end. Malaysia is bilingual in a way its neighbours are not, and a playbook built for the Indonesian market will systematically over-weight the vernacular.
What to hand your agency, and what to expect back
If you are commissioning this work, the deliverable is not a keyword list. It is a keyword map with a column most agencies leave out.
For each target intent you want the query hypothesis in every language you are pursuing, the result-page observation that validated or killed it, the intent classification, the asset it justifies, and the language the asset should be written in. That last column matters because the answer is sometimes none, and a research process that cannot return none is not a research process.
