Meanwhile the economy contracted 13.5% in real terms during 2024, private salaried employment fell from 66,581 jobs in the first quarter of 2024 by more than ten thousand over the following year, and household over-indebtedness filings rose 159% year on year according to IEOM. What did not fall was connectivity. Internet penetration sits at 82.0%, roughly 243,000 users. The audience is smaller and poorer than it was in 2023. It is not offline.
Why Planning Here Cannot Borrow From France
Two habits break immediately. The first is treating New Caledonia as a French regional market and reusing metropolitan keyword data, competitor sets and seasonality. The territory sits eight time zones from Paris, its tourist arrivals are driven by different source markets, and its search behaviour follows a Pacific calendar rather than a European one. The second habit is worse: assuming that because a tool returns a number, the number describes this territory. It usually does not. Most platforms fold New Caledonia into France or return nothing at all, so a plan built on tool output is a plan built on French demand wearing a Caledonian label. Recovery is real but partial, and 2025 was still below 2024
Air arrivals in 2025 came in at 58,421 against 59,399 in 2024, because the first quarter of 2024 was still running near 2023 levels before the May unrest. The honest read is a low base with an improving monthly trend, from 67% below January 2023 in January 2025 to 40% below December 2023 by December.

That makes native-standard French a threshold requirement for anyone selling search work in this territory, not a premium add-on to be quoted separately. We treat it that way: French-language output goes through native French editorial review before it ships.
The reason is not politeness. It is that the systems now deciding which sources to surface make implicit authority judgements, and awkward French does not simply read badly, it reads as a lower-quality source. A page that a French-speaking reader would recognise as translated is a page a retrieval system has reason to rank behind a locally written one. In a market this small, where the pool of genuinely local content is thin, that penalty is not diluted by volume.
There is a second language question that we will not pretend to solve with a traffic forecast. New Caledonia has 28 Kanak languages with roughly 75,853 speakers recorded at the 2019 census. Not one of them registers measurable commercial search volume in any tool available to us. That absence is a limitation of the measurement infrastructure, not a statement about the languages or the people who speak them. So we do the one thing that is both honest and useful: we preserve Kanak and Melanesian place names and terminology accurately in French-language content, rather than selling a Kanak-language campaign whose projected traffic nobody could substantiate.
Google Files New Caledonia Under Asia-Pacific, Not Europe
A detail almost everyone gets wrong, with real consequences for how AI search treats this territory.
Google publishes a single availability list for AI Overviews. New Caledonia appears on it, in the Asia-Pacific column, alongside Australia, New Zealand, Fiji and Vanuatu. France appears in a different column entirely. Access is determined by a user's physical location, not by the country on their Google account. So the position of this territory on Google's AI map is set by its geography, not by its constitutional relationship with the French Republic.
The timing makes the point sharper. Territory availability and language availability are two separate gates. AI Overviews reached more than a hundred countries in October 2024 in six languages, French not among them. French arrived as a supported language later. France itself stayed outside the feature until 22 July 2026, held back by an unresolved neighbouring-rights dispute with publishers. So a French-speaking market in the Asia-Pacific column and a French-speaking market in the European column have had visibly different histories with the same feature.
What this changes practically: do not assume a French-market AI visibility study describes what happens here, and do not assume the reverse either. The first measured French-market evidence arrived in August 2026, when an analysis of 963 of the top click-generating French domains found that sites where more than a fifth of queries triggered an AI Overview lost an average of 23.1% of click-through rate within nine days of the launch, while a control group with almost no AI Overview exposure gained 2.3%. That is France, over nine days, during a progressive rollout. It is the best available signal, and it is still not a New Caledonia number. Nobody has published one.
French Data Law Applies Here. EU Law Does Not Apply Directly.
The distinction sounds academic until a contract depends on it.
New Caledonia is a sui generis collectivity outside the direct territorial scope of European Union law. The GDPR does not apply here as EU law. What does apply is French national statute: the loi Informatique et Libertés, as rewritten by ordonnance n° 2018-1125 of 12 December 2018, was extended to New Caledonia and took effect on 1 June 2019. It creates obligations equivalent to the European regime, and the CNIL in Paris is the competent supervisory authority.
Getting this right in writing matters more than getting it approximately right in a pitch. An agency that tells you "the GDPR applies in New Caledonia just as in France" has made a legal claim any lawyer can check in a minute, and it is wrong. The correct framing is narrower and stronger: equivalent obligations, French statutory basis, CNIL oversight.

Indonesia holds no European adequacy decision, so a personal-data transfer needs standard contractual clauses, an Article 28 style processing agreement, and a documented transfer assessment. Because the exporter here is not an ordinary EU-established entity, we do not treat the transfer as a routine EU-to-third-country case without checking the exporting entity's legal position first. That check happens during scoping, before anything is signed.
A related point worth knowing, because it is usually assumed the other way round: much of what AI visibility monitoring collects, the prompts and the citation results, is not personal data at all unless it is joined to CRM records or user-level analytics. Where that join exists, it is in scope. Where it does not, the compliance burden is lighter than most vendors imply.
