Tonga has roughly 60,700 internet users. That number decides the whole strategy. The commercial audience for a Tongan business is not in Tonga, and a page that pretends otherwise is selling something that does not exist.

A Micro Market With an Offshore Wallet

The resident population sits near 104,000, with about 58.5% online and roughly 43,000 people still offline (Kepios / DataReportal, Digital 2026: Tonga). Mobile connections run to about 96,800, which is 93.4% of the population, but that counts subscriptions rather than people, and the two should never be presented as the same thing. Against that, remittances have run somewhere between 39% and 48% of GDP depending on the year and the vintage of the report, among the highest ratios in the world, and consistently far larger than tourism. Both of those revenue lines originate outside the country. So does the search demand attached to them.

Keyword Volume Is Unavailable, Which Is Not the Same as Zero

No credible source publishes search volume for lea faka-Tonga queries. Ahrefs supports en-TO as a locale, Semrush carries Tonga in its traffic products but not in its keyword database, and a live Similarweb Premium query for English destination terms in the New Zealand market returned no data rows at all during research for this page. An empty result is a reporting threshold, not a measurement of nothing. The working method is therefore to research demand in the New Zealand, Australian and United States databases, which are well populated, and to treat any agency quoting precise Tongan keyword volumes as fabricating them.

The Cable Changed the Risk Profile, Not the Audience

On 26 May 2026 the Prince Regent commissioned Tu'i Vava'u at Neiafu, a 405 kilometre branch off the Hawaiki transpacific system funded by Australia through the AIFFP and by New Zealand, delivered with Tonga Cable Limited and BW Digital. For a resort, a licensed whale-swim operator, a charter fleet, an exporter or a diaspora-facing service, the audience is real, English-speaking and measurable. For a business selling only to walk-in customers in Nuku'alofa, a search retainer is the wrong purchase and Google Business Profile plus social is the right one.

Should we target searchers inside Tonga or in New Zealand and Australia?

Overseas, in almost every commercial case. Invest Tonga's 2024 figures put New Zealand at 32.6% of arrivals, Australia at 27.0% and the United States at 23.6%, together more than 83%. The Pacific Tourism Organisation's January to June 2025 visitor survey gives a different split, New Zealand 35%, Australia 19% and the United States 16%, from 88 valid responses. The two instruments disagree and we present both rather than averaging them, but the direction is identical across every source we checked. Remittances point the same way, having run between 39% and 48% of GDP depending on year and report vintage.

Do keyword tools even have data for Tonga?

Barely, and the distinction matters. Ahrefs supports en-TO as a locale. Semrush carries Tonga in its traffic products but does not list it in its keyword database. A live Similarweb Premium query for English destination terms in the New Zealand market returned no data rows during research for this page. That is a reporting threshold, not a measurement of zero demand, and the two must not be confused. Any provider quoting you a precise monthly search volume for a Tongan-language term is inventing it. Do we need pages in lea faka-Tonga?

For the commercial goal, no. Your paying audience searches in English from New Zealand, Australia and the United States. Local-language pages have real value for community trust, civic communication and cultural accuracy, and we will build them where that is the purpose. What we will not do is justify them with a traffic forecast, because no reliable search volume exists for lea faka-Tonga in any tool we can verify.

Does Tonga's Privacy Act 2025 apply to an agency based in Indonesia?

It can, and this is the detail most providers miss. Section 5(1)(c) applies the Act to a data controller or processor wherever it is established, if the processing relates to the targeted offering of goods or services to a data subject in the Kingdom, or to monitoring the behaviour of a data subject as far as that behaviour takes place within the Kingdom. Having no office in Tonga does not place a provider outside the Act. Sections 39 and 40 then govern transfers outside the Kingdom through an adequacy test, and section 40(5) is explicit that the absence of a determination by the Commission implies neither adequacy nor inadequacy. Anyone claiming a settled adequacy position for Indonesia is overstating it. This is general information, not legal advice, and Tongan counsel should confirm anything contractual.

Has the Privacy Act 2025 actually come into force?

Not on the evidence we can verify. Act 34 of 2025 was passed by the Legislative Assembly on 6 August 2025 and assented by King Tupou VI on 16 December 2025, and it was gazetted with the wider 2025 reform package. Section 1(2) states that the Act comes into force on a date proclaimed by Cabinet. We found no proclamation and no appointment of a Privacy Commissioner as at August 2026. Some news coverage has described the package as already in force, which conflates gazettal with commencement. Note also section 37(11): the seventy-two hour breach notification duty does not apply until the second anniversary of the commencement date.

What penalties does the Privacy Act 2025 carry?

Section 54(4) sets pecuniary penalties determined by a court. For an individual, up to 5,000 for a first contravention, and for a subsequent contravention the greater of 30,000 or three times the benefit obtained. For an organisation or public authority, up to 30,000 for a first contravention and up to 100,000 for a subsequent one. The Act states these figures with a currency symbol and no code; Tongan legislation conventionally denominates in pa'anga, and we have not converted them. Enforcement carries no track record yet, since the Act is not in force.

What currency will we be billed in, and how should results be reported?

International engagements are normally invoiced in a hard currency, because the pa'anga is thinly traded and most international processors do not hold it. Reporting is a separate question and the more important one. We report outcomes in your ledger currency, in absolute counts: enquiries, booking requests, calls, direction requests and booking value. Percentages appear only alongside their numerator, denominator and measurement window. On baselines this small, a percentage on its own is not information.

How long before we see results, and can you guarantee rankings?

No Tonga-specific time-to-result benchmark exists, so any provider quoting one is quoting a number from somewhere else. One competitor page found during research for this market claims results in under four weeks, which is not how organic search works.
